Under 8 CCR §46.3, California rules allow a QME or AME evaluation by video when no hands-on exam is needed, the dispute involves causation (AOE/COE), termination of indemnity benefits or work restrictions, all parties agree in writing, and the evaluator attests that no in-person exam is required.
